Purpose: To announce that DHS will no longer approve the use of waiver crisis respite out-of-home daily in Minnesota Department of Health (MDH)-licensed hotels

Out-of-home crisis respite no longer approved in MDH-licensed hotels

DHS received federal approval to make changes to waiver out-of-home crisis respite services in MDH-licensed hotels.

New placements

Effective June 15, 2026, DHS will no longer approve new placements for waiver out-of-home crisis respite services in MDH-licensed hotels.

People can continue to receive waiver out-of-home crisis respite daily services in other approved settings.

Existing placements

Lead agencies do not need to take immediate action for people who are currently receiving waiver crisis respite services in MDH-licensed hotels. People with placements before June 15, 2026, may continue receiving services according to their support plan and service authorization.

Case managers must continue to use Extension Request for Out-of-Home Waiver Crisis Respite in MDH-Licensed Hotel, DHS-8633 to notify DHS when people are receiving the service in a hotel.

Effective Sept. 15, 2026, all people must stop receiving waiver crisis respite services in MDH-licensed hotels.

DHS actions

DHS is implementing a structured transition process to support people currently receiving waiver crisis respite services in MDH-licensed hotels. Our shared goal is to support transitions to stable, community-based settings that meet each person’s needs while minimizing disruption and risk.

DHS will use information case managers submit via DHS-8633 to connect with them about:

  • · Multidisciplinary case consultation.
  • · Funding and rate guidance.
  • · Service system navigation.
  • · Rapid escalation support for complex cases.
  • DHS recognizes that many people currently in hotel settings have high-acuity or complex support needs. We are committed to partnering with case managers to identify creative, person-centered solutions that uphold safety, dignity and least-restrictive practices.     Note: DHS is working to update CBSM – Crisis respite with these changes. We will announce the updates on CBSM – What’s new when we are done.
