EIDBI legislative updates
The 2026 Minnesota Legislature passed changes that impact the EIDBI benefit in Laws 2026, chapter 95, section 23, Laws 2026, chapter 121, article 9, section 20 and Laws 2026, chapter 121, article 10, section 4. This eList provides a summary of those changes.

5. Electronic visit verification (EVV) requirements
Effective July 1, 2027, or upon federal approval (whichever is later), DHS will require EVV for some EIDBI services. Providers will be required to:
DHS and managed care organizations will use EVV data for claims validation and program integrity activities.
DHS has not yet announced an implementation and enrollment timeline for new EVV services. Providers do not need to act at this time. We will provide additional guidance before enrollment begins. For more information about EVV, refer to DHS – EVV.
