EIDBI medical necessity and service authorization request updates
DHS is updating EIDBI medical necessity, authorization and documentation requirements for providers to:
· Document functional and developmental needs to establish medical necessity.· Support requested service intensity with assessed needs and objective clinical evidence.· Document service coordination with schools, case managers and other providers.· Review and document ongoing medical necessity to support continued eligibility and service intensity.Reason for updates
We are making these updates to:
· Strengthen program integrity, consistency in medical necessity determinations and clinical oversight within EIDBI. · Ensure that documented functional needs, objective clinical evidence and medical necessity support service recommendations and authorizations.Timeline
DHS plans to update EIDBI forms, policy manual pages, training and provider resources in August 2026 to prepare to implement the new requirements on Sept. 1, 2026.
Provider responsibilities
Effective Sept. 1, 2026, EIDBI providers must:
· Use assessed functional and development needs to determine appropriate service intensity. · Describe how functional and developmental needs affect daily life, participation, communication, learning, adaptive skills and safety.· Use objective clinical evidence to support medical necessity determinations and service recommendations.· Connect standard assessment findings, functional impacts, treatment goals and service intensity in the comprehensive multi-disciplinary evaluation (CMDE) and individual treatment plan (ITP) service authorization requests.· Coordinate with schools, waiver services, case managers and other providers to describe how EIDBI services supplement rather than duplicate other services or supports.· Regularly review functional progress and document continued medical need.· Meet enhanced documentation and authorization requirements to support consistency, accountability and program integrity.DHS actions
DHS will:
· Announce updates through DSD lead agency eLists and Minnesota Health Care Programs (MHCP) provider news and updates as implementation planning progresses. · Update the following materials to reflect the changes:
CMDE Medical Necessity Summary Information, DHS-7108.
EIDBI ITP and Progress Monitoring, DHS‑7109.
