16.15 Determining Hours of Authorized Child Care

CCAP can be authorized for any approved activity included in an MFIP participant’s employment plan, exempt:
A maximum of 120 hours of child care can be authorized in a two-week period per child.
Employment counselors and CCAP workers must communicate child care needs for families with employment plans. Agencies are encouraged to develop guidance for communication and if employment counselors should help determine child care needs for families with employment plans. See 16.6 (Roles and Responsibilities).
If the employment counselor helps determine how many hours of child care is needed, they must consider:
Child care hours indicated to the CCAP worker should include hours in which activities and schedules of parent(s), children, provider availability, and parenting time schedule overlap.
For agencies that allow employment counselors to indicate child care needs, a variety of methods can be used to send information to the CCAP worker including, but not limited to sending a copy of the employment plan, using the MFIP Employment Services Child Care Request DHS-7054 or an agency created form.

Job Search. | Indicate the number of job search hours in the employment plan. The job search activities can be on or off the agency’s site. |
Employment. | Indicate the number of work hours needed for the employment activity or for support of the employment activity in the employment plan, including breaks and mealtime. Employment counselors are encouraged to include the participant’s work schedule showing days and times worked or the days and times that child care is needed. If neither is indicated, the CCAP worker will need to request schedule verification. |
Self-Employment. | Indicate the number of hours needed for the self-employment activity or for support of the self-employment activity in the employment plan. The parent is not subject to CCAP’s policy in meeting the minimum hour and minimum wage requirements to receive care. Employment counselors are encouraged to include the participant’s work schedule showing days and times worked or the days and times that child care is needed. If neither is indicated, the CCAP worker will need to request schedule verification. |
Training and Education. | Indicate the activity hours as identified in the employment plan. This includes:

Social Services. | Indicate the number of social services activity hours, if included in an employment plan. |
